A beautiful day to shoot silhouettes at Lander; temps for the match 60 - 80.     Match winner and State Champion was Bob Snyder, Littleton, CO for his 7th time since 1994. He posted a 98 for the 120 shot [2X60 course of fire].                                  1st Master Dave Bonner- Aurora, CO 95

High Power standard Rifle
   The match was disrupted by high winds and a shower; 3 relays needed to shoot on the swinger targets due to the wind downing the regular free standing targets. The sportsmen took it all in stride. Match winner and WY Champion is Bob McAlice, Arvada, CO with 41/80. His win came after a shoot-off that determined the top 4 places.   Steve Hawks, Loveland CO took 1st AAA. Loren Peter finished 2nd and Tyler Kamp 3rd after they had all tied at 41.    1st AA was Tony Fuller @ 30. Dave Larned, Smithfield, UT was 1st A @ 33 and Larry Cole's 10 was best in B.

LVSA May 6, 2009 Meeting Notes

CTO 7:40PM by President Sebesta after the spring newsletter was packaged for mailing. Board members present: Sebesta, Banks, Campbell, Thomas, Williams and 6 members.

Minutes from Apr 1 were read. M to approve as read by Piette, 2^nd Thomas; VV+. Treasurer Banks reported $3743 in checking & $1180 in savings. The major expenses: trophies for 3P air championships & welding target frames. Membership @ 285.

Shooting Com’te by Thomas Chief Inst- April weather cancelled several events, 3P air championships well attended from outside of Lander. Final bulletin not rec’d. Ron Pieracini, NRA instructor will be teaching a ‘safe gun’ handling course for BLM employees May 8^th. Events are current on the web site.

Range Com’te by Campbell- Range shows great amounts of use. He was able to obtain $120 worth of weed spray from Weed & Pest at no charge. No action done on the type of roofing for the buildings

OLD BUSINESS- 1] The outdoor range sign installed 4/8 by Spriggs & Sebesta. 2] President reported NO response from WY Millitary Dept on range lease; last attempt was 4/28. 3] Campbell & Spriggs installed new swinger frames at 200 & 300 meters. Frames were welded by Lee Perine $135. 4] Irvine expects to order the paint and flooring this month. Watch email and calendar for work party. Old mats are offered to highest bid. 5] The Ruger 77 in 7X57 is on display at the Good Place---sell tickets. 6] Charles Piette reviewed the financial and was able to find 7 items that caused the discrepancy reported in March. Thank you. 5] Trea Banks asked for match reports with in the 2 weeks after the event as in approved policy. No need for a ‘formal’ form but readable . The reports on ‘candy wrappers’ do not meet requirements. 6] Web site still being overloaded with junk adds; Brian has worked to limit access to ‘moderator’ only.

NEW BUISNESS-- 1] Discussion held on increasing participation, no motion presented. 2] Banks and Piette discussed the XL vs Money accounting programs. Either will work when care taken to input information. 3] WSSA annual meeting May 30. Irvine on the ballot for Junior Programs. M by Campbell, 2^nd Collins to use LVSA votes for his reelection. VV+. 4] Discussion held on moving the storage shed so it doesn’t block the solar collector. Discussion on the offer to move it for a couple of memberships and agreed to proceed to moving to a location by/at present wood storage. 5] Matt Lemm discussed the June FNRA program and offered the various sponsor packages. M by Piette, 2^nd Banks to purchase the $250 package. After discussion Piette amended the motion to the $600 package, 2^nd by Thomas. VV+. June 13 is the Lander banquet, with Jim Allen chairman.
6] The fall newsletter deadline is Aug 28. 6] A steel chicken has been turned in. It is not one of the clubs. Anyone know the owner? 7] The Sportsmens Bill of Rights was discussed. The Sportsmen4responsibleenergy.org has requested LVSA endorse and allow our name to be added to the list as an endorser. M by Campbell , 2^nd Doric that LVSA endorse action. VV+ 7] Carol Pehrson {332-9113} asked if the airgun range could be used at the Boy Scouts day June 6 in Riverton. Weather/wind concerns along with ‘who will staff’ were expressed. No volunteers. 8] Pieracini gave further information on the BLM training and asked for use and support to obtain target frames, vests, muffs etc. Thomas & Campbell will assist. 8] Campbell requested that LVSA ask LRClub set a limit on the amount of 30-06 ball that an individual could purchase and that ammo costs be reduced or included in the clinic fees or for the Garand match.

Call to order by Pres Sebesta at 7:35PM. Executive Com’te present: Sec/trea T Banks, Chief Inst D Thomas, Chief Range B Campbell, C Williams and 4 members.

Mar 4 Minutes were read. Motion from D Lemm, 2^nd Thomas to approve as read. VV+
Treasurer reported $4330 in checking and $1173 in checking.

Shooting com’te-D Thomas reported that the Inland Empire Postal is completed. LVSA team missed 1^st place by 9 points in the 16000 agg, 4 position event. Personal protection class will be completed with range day 4/4. Brian McCoy was 2^nd open in the International air Pistol match averaging 188.8. Chip Williams’ 184.3 ave gave him 1^st senior. Lander Junior program expects to have representation at the State PPPistol match. Jr sectional was down in attendance but up in scoring.

Range Com’te- B Campbell reported the new gong frames are in the works, will be installed as weather permits. Club will need to replace roofing on 3 sheds this summer. M by Thomas, 2^nd Lemm to give Campbell permission to use discretion as to replace with metal or roll asphalt. VV+

Old business 1] Winter fair netted $461. Is the effort worth it?? C Cain rec’d some verbal abuse while phoning to line up staff for the fair. 2] CMP reports and dues have been paid. 3] Outdoor sign ready to be installed. 4] No further correspondence from the military dept on the range lease. 4] G&F season setting meeting was 3/31; maybe 20 in attendance; several changes proposed- longer antlerless elk season in some areas, new procedure to award left over tags; even with antelope and deer below objectives proposed tag numbers increased. 5] The Good Place has offered to display the raffle rifle. Discussion held and their offer will be accepted. 6] Banks reported that checking balance numbers from the Micrsoft Money program is off about $500 from bank statements. He has not found the error, but will continue. He was asked to reconcile the statements each month . He did not feel changing to an ‘XL’ format was a good idea seeing as how Money has been in use for about 12 years.

New business- 1] Match reports are delivered in varying styles, Banks given direction to develop a form he needs to aid his accounting. 2] Thomas rec’d email saying the 7^th Circuit Court determined the National Firearms Act is unconstitutional. That suggests automatic firearms will be handled as handguns, ie need to be over 21 years old. 3] Bruce Campbell discussed many of the benefits LVSA has rec’d from having Pat McCoy as a member and wished him well on his move to MT. 4] May newsletter deadline will be Apr 30; send items to Banks or Sebesta.

Next meeting May 6, 7PM to prepare newsletter for mailing with meeting to follow.

Call to order at 7:30PM by Pres Sebesta. Ex board present were: VP Cain, Sec/Trea Banks, Chief Inst Thomas, EX board C Williams & 6 members.

The Feb 4, 09 minutes were read and approved by D Lemm motion, with 2^nd R Pieracani. VV+. Trea Banks reported $3357 in checking , $1188 in savings, with major expenditures being-$252 fair booth, $442 rifle raffle; income $420 Personnel Protection class. Paid membership stands at 264.

Shooting com’te by D Thomas: Inland Empire postal in 8^th week; outdoor season starts 3/7 with 100 shot offhand; CC class starts 3/5 and will run into 1^st Sat of April, class is full; JR sectional Mar 14-15, State in April. C Williams gave date for the Progressive Pistol State in Douglas but didn’t expect LVSA to have a team this year.

Old Business 1] Winter fair- Carolyn Cain reported the trials of phoning membership and and not filling the shifts. There are still several openings. Sebesta to handle getting the rifle to the fair. 2] Banks reported the electronic door lock back on line, found out the 2 spare battery packs we had were no longer good. 3] Wyoming Sign works delivered the new logo sign that will be installed at the outdoor range. C Williams suggested we display it at the Winter fair before installing it outdoors. 4] Sebesta read the email correspondence between WY military dept and Omaha Dist.. The $3000 from WY was waiting for proper forms from Omaha in order to write the check. Sebesta phones Ms Loghry 2-20 and left message. No reply on questions about future lease fees, copy of environmental baseline study or sweat labor credit. 4]WY HB 27 concerning powder storage has died in committee; expect it to be presented again next session. Federal Holt & others bill for ammo registration, finger printing, gun bans is in committee and votes seem to be lacking for passage. All need to watch that it doesn’t get attached to ‘must pass’ legislation. 5] 200 yard target frame –no action or report. Bruce in Cheyenne. 6] D Irvine rec’d message that CO Rec Board grant will be funded. Any interest in the old mats?

New business 1] Board still open for suggestions to increase participation. 2] Sec/Trea reviewed expense and income #’s. He will work on complete financial with assets and liabilities and balance sheet. C Piette offered to lend a hand. 3] Sebesta phoned G&F 2X to obtain open house and district meeting dates; nothing set to date. 4] FNRA set for June 13, Cros Allen is chairman. They are not having the sponsor tables, but ask for LVSA support. P McCoy questioned the decision as putting collectors of the statues at a loss to keep their collections current. 6] D Thomas has looked into a gate opening system for the outdoor range but the $1300-1800 seems too high when we have 3 key sets. 7] Rumor of CMP having more Rem 40X is not correct. Discussion held that if more were to come available, LVSA should purchase some for resale or raffles. 8] R Pieracini suggested the orange vest be available for the CC class to aid differentiating students from crew. D Thomas will pick the vests up from the outdoor range. 9] Pieracini reported he had viewed the web site and found “pages” of junk drug ads. Mankowski will be asked to watch and delete often. 10] P McCoy & Lemm are expecting CC & powder storage legislation to be topic in 2010. 11] handgunlaws.us will give information on CC reciprocity between states.

May 17, rifle silhouette results

The standard smallbore rifle shooters started with a bright beautiful 60 degree, calm morning at the Lander Valley Sportsmen’s range. Loren Peter, Vancouver, WA posted a 33/40 to become match winner. Ron Kamp, Daniel had a 32 for tops in AAA. Tyler Kamp was best in masters with 30, while Tony Fuller, Wheatland won the AA class with 20. Rodger Mardock, Lander fired his 1^st 5 in a row on the way to win class B with 15.

For the second match of the morning, the smallbore hunting rifles took to the line. Tyler Kamp picked up the pace and posted a 33 for the win. Peter was top master with 31 and Fuller kept out in front of the AA’s with another 20/40.

After a short lunch break the high power rifles were uncased and another 40 shot match conducted. Tyler Kamp posted a 24/40 with a 6.5 Bobcat for the standard rifle win. Peter was top in AAA at 21. Sebesta’s 16 was best in AA.

Ron Kamp coasted to the win in HP hunting with a 19/40.

This was the final ‘approved’ match for the season; next up is the State Championships June 20 and 21. All safe shooters are welcome. The program can be viewed on lvsa.info or contact Sebesta 625 Sweetwater St, Lander.

Mar 15, 09 Rifle Silhouette

A beautiful day greeted the 21 guns; calm winds and 30 to 50 degrees took some of the reasons for misses away.

Smallbore rifles were first up for the 40 shot matches. Anthony Fuller, Wheatland fired a personnel best to become Match Winner in the hunting rifle event. His 33/40 gave him his 1^st score into the master class. Ron Kamp, Daniel took 1^st master with 31. Top in AA hunting was Dennis Thomas, Douglas @ 18.

Standard smallbore match winner was Roger Sebesta, Lander @ 30. Kamp’s 22 earned the AAA money and Thomas’s 22 took class AA.

It was enjoyable to have 5 shooters give the competitions a first time try.

Ron Kamp dominated both high power events with 21 standard and 29 hunter to earn both the match wins. Dennis Thomas was working a new trigger but still eeked out the class A win in standard, while a 19 by Sebesta took 1^st AA in hunter.

The April 19 match will start with high power at 9:30AM to be followed by smallbore. All safe shooters are welcome to come join in the competition.

April 19, 09 Rifle Silhouette Match Results

A beautiful morning greeted the competitors, with all the snow melted away from the target stands, leaving only some mud to contend with. Start time temps was 45 and reached 60 before the event finished, wind was barely moving the flags.

Loren Peter, Vancouver, WA was match winner in the standard high power competition by posting a 25 for the 40 shot match. Jon Carlisle, Cody, took 1^st AAA @ 23. Dennis Thomas, Douglas @ 14 won the Class A money.

Roger Sebesta, Lander won the HP hunter match @ 19. Carlisle’s 15 took 1^st AA.

The 15 smallbore shooters saw Ron Kamp, Daniel win both standard and hunter events with scores of 30 & 31 resp’ly. Other standard SB winners were: Loren Peter 1^st AAA @28 and Jon Carlisle 1^stAA after winning the shoot off with Dennis Thomas at 27.

In smallbore hunting Sebesta’s 27 took 1^st Master, Tom Spriggs’ won AAA with 23, Carlisle @ 26 was 1^st AA and Steve Donovan, Lander topped the B’s with 5.

The May 17^th match program will start with the smallbore guns and finish with high power. All safe shooters are encouraged to shoot metal silhouettes with the Lander Valley Sportsmen. Any questions?? Contact Roger Sebesta 335-9323

2009 Lander Offhand Weekend

The turnout was low, but the scores were high.

Only four shooters took part in the Air Rifle PTO on Saturday, Feb 7th, but Intermediate Junior Jodi Ross from Cheyenne took the trophy with a fine 576 out of 600. tha’s a 96% average on a very difficult target. Jodi has a great future in shooting.

Jodi’s team member, Tyler Christopherson, from Laramie took second with a 556, followed by Lander’s Ross Warner’s 415 in the first match he has competed in. Pat McCoy claimed the prize money for the adult match, as he was the only adult competitior.

The second annual Air Pistol PTO saw Brian McCoy , from Lander, take the overall award with a 547, beating Chip Williams’ 520. Junior shooters from Douglas, Kevin and Danny Nugent, fired 491 and 481. Hopefully the air pistol shooting in Wyoming will grow and more competitors will show up next year.

On Sunday the annual 100 Shot Offhand Gallery match was held, again with a low turnout. Tyler and Jodi switched places this time, with Tyler wining the trophy for his 946 score, although Jodi was right behind with a 939. Roger Sebesta took the money in the adult category, with Pat McCoy finishing.

Fairfax, Va. - The U.S. Department of the Interior (DOI), through the National Park Service and U.S. Fish and Wildlife Service, has announced the final amended version of its changes to rules on carrying of firearms in national parks and wildlife refuges. DOI’s move will restore the rights of law-abiding gun owners who wish to transport and carry firearms for lawful purposes on most DOI lands, and will make federal law consistent with the state law in which these public lands are located. The National Rifle Association (NRA) led the effort to amend the existing policy regarding the carrying and transportation of firearms on these federal lands.
